Kansas legislators talked tough about immigration reforms before the last session started. But in the end, they couldn’t agree on any. Changes in state law may be unlikely in the next session, too, if the views of south-central Kansas legislative candidates are any indication.

"Well, one state is finally putting the horse before the cart. In order to bolster their arguments to pass immigration laws, since it failed to previously pass, legislators in Kansas have inserted into the state budget bill the Legislative Division of Post Audit.
It is an audit that will attempt to calculate how much illegal immigration costs the state. The report is expected to be completed sometime next year. "

"Saline County, Kan., is a vivid example of the impact new Hispanic residents can have on a community.

The population of the county north of Wichita has grown less than 2% this decade to 54,583, but its Hispanic population has jumped 28%. A majority of that growth came not from immigration but a greater number of births than deaths. Hispanics made up 6% of the population in 2000 and almost 8% by 2006, when they totaled 4,183.

The growth has required the county to provide more public services — and it has also helped local businesses fill jobs."

One local health provider says problems such as this could become more common because of the growing number of illegal immigrants in Kansas.
Select Specialty Hospital typically serves chronically ill and seriously injured people who have a wide range of complex medical conditions. It is located within, but not affiliated with, Via Christi Regional Medical Center-St. Francis campus.

"Fifteen years from now, Orlando Dominguez, a recent McPherson College graduate, said he sees himself being featured in automotive magazines, well-known for his work in car upholstery – an art he discovered and fell in love with while at college.

However, his new-found skills in upholstery and desire to create was never originally in his plans. Soccer, Dominguez said, was his primary reason for initially pursuing an education past high school. The college education, he said, was just an aside."

"Four Wichita families filed a discrimination lawsuit Monday in federal court against St. Anne Catholic School over a policy that requires English to be spoken at all times during the school day.

The lawsuit calls for an end to St. Anne's policy, an order barring English-only or similar policies at other diocese schools and $75,000 for court and other costs.

The families want students to be able to speak other languages if they choose during their free time -- not in the classroom or during instructional times."

"The Kansas League of United Latin American Citizens (LULAC) elected new state officers at its annual state convention held April 19, 2008 in Topeka, Kansas. LULAC is the oldest Hispanic civil rights organization in the country with a membership of over 700 councils nationwide. Currently, there are three councils operating in Kansas located in the cities of Topeka, Salina and Garden City. Topeka also has a LULAC Senior Center that has been serving the greater Topeka community for over 35 years.

Individuals elected for the upcoming year include; Elias Garcia of Topeka-State Director, Jacqueline Bujanda (Garden City)-Deputy State Director, Rodrigo Bonilla (Salina)-Treasurer and Rosa Cervantes (Garden City)- was appointed Secretary by Garcia. All offices are for terms of one year.

In addition to the election of officers, the LULAC convention included a couple of workshops addressing the issues; Immigration: Part of the Solution and Diabetes: a Latino Community Killer. Also during the state convention; a luncheon was held that featured distinguished Topeka attorney-at-law, Pedro Irigonegaray, an evening scholarship dinner was coordinated in which thousands of dollars worth of scholarships were awarded to area high school students and the LULAC Councils caucused, drafted and voted on several state resolutions framing the position of Kansas’ STATE LULAC .

Regarding priorities for Kansas LULAC for the upcoming year, Garcia stated that the focus will be on increasing the number of LULAC councils around the state, construct a Kansas LULAC website, implement a statewide LULAC Youth Leadership Program, encourage and promote Latino Voter Registration, seek educational, private and governmental partnerships to better connect the Kansas Latino community with educators, business and their elected officials.

Garcia further stated that it is imperative that State LULAC engage all city, county and state levels of our Kansas society and government and without fear of outside retaliation or reprisal and be that independent Latino voice at the “policy level” table to advocate, in a non-partisan fashion, on behalf of the best interests of the Kansas Hispanic community concerns
